A New Housing Law: What It Could Mean for California
A new federal housing law is now in place. It is called the 21st Century ROAD to Housing Act.
The goal is simple: help build more homes and make housing easier to create. The law became effective on July 11, 2026.
What Does the Law Do?
The new law gives cities and towns more tools to plan for housing. It may help:
Speed up some building reviews.
Support new homes on unused land.
Make it easier to build manufactured and modular homes.
Support more accessory dwelling units, also called ADUs.
Improve some home loan and appraisal programs.
The law may also reward communities that make it easier to build more housing.
Will It Help California?
It could help, but change will take time.
California already has many state housing laws. This new federal law adds more money, tools and support. However, local cities and counties will still make many of the key decisions.
The cost of land, labor, permits, utilities and insurance will also continue to affect home prices.
This means the law will not make home prices or mortgage rates drop right away.
What Should Buyers and Sellers Know?
Buyers may see more housing choices over time. This could include smaller homes, ADUs, manufactured homes and new infill projects.
Sellers should not expect an immediate drop in home values. New housing can take years to approve and build.
Property owners should watch for new local rules and programs. Some properties may have new options for an ADU or added living space.
The main message is this:
The new law may help create more housing, but it is not a quick fix.
